1. Self-Reliance and Productivity in Livestock and Fisheries

1.1 Increase production and productivity of livestock and fish-based food items to achieve self-reliance.

  • Formulate and implement provincial-level policies related to livestock and fisheries.

  • Promote "One Municipality, One Livestock/Fish Product" approach.

  • Establish "One District, One Forage Resource Center".

  • Implement integrated services including breed improvement, calf and young animal rearing, provision of nutritious feed, and animal health care.

1.2 Promote exports through commercialization and diversification by increasing livestock and fish-based production.

  • Identify high-value export-oriented livestock products (milk, meat, hide, etc.) and promote value chain-based industries.

  • Incorporate basic animal welfare principles at every stage of the value chain from production to marketing.

  • Identify potential animal-based products, increase production, develop branding, and promote marketing at national and international levels.


2. Research, Technology, and Infrastructure for Enhanced Productivity

2.1 Provide integrated, research-based technology, technical, financial, and other services to increase livestock productivity, with emphasis on mechanization.

  • Identify "Special Livestock Production Zones" and develop necessary infrastructure to deliver technical services including improved breeds, feed, animal health, easy access to credit, and insurance.

  • Enhance the carrying capacity of grazing lands and improve degraded forests in coordination with the Forest Ministry. Promote forage cultivation on barren lands.

  • Coordinate with NARC, NAST, universities, provincial ministries, and agencies to promote and disseminate advanced technologies.

  • Develop and expand climate-smart technologies through research to conserve biodiversity, promote sustainability, and mitigate the impacts of climate change.

  • Implement breed improvement programs for indigenous breeds based on research to enhance production and productivity.

  • Develop guidelines, standards, and regulations for the quality control of livestock production materials and products.

2.2 Improve value chains, market structures, information systems, and other infrastructure related to livestock-based production.

  • Promote contract farming by increasing the involvement of private and cooperative sectors, and implement integrated value chain programs from production to marketing.

  • Modernize and upgrade existing government livestock farms with advanced technologies. Establish breed-specific model production centers, training, processing, and demonstration resource centers.

  • Adopt strategies for human resource development and capacity building.

  • Collaborate with local governments and stakeholders to establish Goshalas (cow shelters) for unproductive animals.


3. Investment and Inclusive Development in Livestock and Fisheries

3.1 Increase investments from private, cooperative, and government sectors in livestock and fisheries.

  • Implement policies and programs to attract investment in livestock and fisheries from all sectors.

  • Introduce policies to attract foreign technology and investment for the development of the sector.

  • Coordinate with local governments to allocate appropriate budgets for sectoral development.

3.2 Develop livestock and fisheries as sources of self-employment for women, youth, and all economic, geographic, and social groups.

  • Launch special programs under the slogan:
    "Call of the Province Government: Youth Contribution in Commercial Livestock Farming"
    to attract youth to livestock farming and reduce foreign migration.

  • Conduct youth- and women-focused training and entrepreneurship programs considering growing participation of these groups in livestock farming.


4. Public Health and Safety in Livestock and Fisheries

4.1 Reduce public health risks arising from the consumption of livestock and fish-based products.

  • Adopt the "One Health" approach in coordination with stakeholders to control and prevent zoonotic and epidemic diseases.

  • Strengthen capacity of local-level technicians through partnerships with local governments to raise awareness and improve prevention of zoonotic diseases.

  • Establish livestock quality control checkpoints at Mugling (East) and Ramdi (West).

  • Implement large-scale vaccination programs against prevailing epidemic diseases in livestock.

4.2 Ensure delivery of healthy livestock and fish-based food products to consumers by developing and enforcing appropriate policies.

  • Launch the campaign:
    "Clean and Healthy Meat: From Slaughterhouse to Kitchen; Clean and Healthy Milk: From Shed to Lip"
    to ensure hygiene and quality.

  • Regulate and manage medicines used for disease prevention, treatment, and feed supplements in livestock and fisheries.

  • Formulate and implement procedures, guidelines, and standards to regulate the quality of livestock production materials and products.
